Citizens and holders of a residence permit of Italy, Cyprus, Albania, San Marino and Libya. The Republic of Malta is not in Rome’s district; it is served by Athens.
Rome is the only post in Europe to have published the rule as an announcement of its own, on 28 August, and it read the rule more softly than anyone in the world: what is needed is a permesso di soggiorno, a residence permit, and not permanent residence. For citizens the proof is a certificato di residenza — a certificate of residence — an identity card, a passport, or even a driving licence; for foreign nationals it is the permesso, a certificato di residenza or other evidence of lawful residence.
There is one honest qualification. The e-Visa form is the same one for every consulate, and it says permanent residence. The post reads the rule softly, the form is written strictly, and how the two diverge in practice will be shown by the first decisions. We assemble the package for the form and keep the documents ready in case of a request.
The criminal record certificate
A certificato del casellario giudiziale costs €19.92 in duty stamps, €23.84 urgent, and is valid for six months. Online you can only book an appointment; it is handed over at the counter, and you can send a representative in your place under a simple authorisation, with no notary. The certificate of pending proceedings, the carichi pendenti, is not needed. For the DTV, Rome names no validity period for the certificate and no requirements as to translation or legalisation; the form allows the certificate of the country of citizenship instead of the Italian one. An apostille does not work for Thailand yet: the Convention enters into force there on 28 February 2027.
How filing works
- Everything online, through the e-Visa portal. The fee is €350, confirmed by the embassy’s official tariff, non-refundable.
- Timeline per the post’s site: up to 14 working days. File no earlier than 90 days and no later than 15 days before the trip.
- In Rome the DTV is issued as a multiple-entry visa only, so the post requires a passport valid for at least a year.
- Finances: no less than 500,000 THB, which is about €13,100, plus three months of statements; a sponsorship letter is allowed.
- Dependants: a spouse and children under 20, with proof of relationship.
The reports we have on Rome are all pre-reform: from Cyprus the visa came in a day, from Italy in three. There are no cases under the new rules yet, and we quote no timelines beyond the post’s own.
What else matters
The embassy’s site exists in English and Thai only; there is no Italian version. The domain thaiembassy.it does not belong to the embassy and leads to somebody else’s page, although the embassy’s site still links to it: the official address is rome.thaiembassy.org. From 15 September 2026 visa-free entry for Italian citizens drops from 60 to 30 days.
